Countries around the world need to make choices on how they progress towards universal health coverage (UHC), including choices on the content of the package. Health Technology Assessment (HTA) is an important approach to support countries in making these choices. It is a multidisciplinary process that uses explicit methods to determine the value of a health technology at different points in its lifecycle. The purpose is to inform decision-making in order to promote an equitable, efficient, and high-quality health system.
This course provides guidance on how to design the necessary HTA processes informed by the theory of evidence-informed deliberative processes (EDPs), international best practices and practical examples from low and middle income countries. Teaching staff has supported Ministries of Health in several countries including Ghana, Iran, Kazachstan, Kyrgyzstan, Moldova, Pakistan, Rwanda, Tanzania, Ukraine and UAE. EDPs are based on rational decision-making through evidence-informed evaluation of identified relevant values as well as fair decision-making. EDPs aim to contribute to the legitimacy of recommendations and/or decisions, e.g. by improving the quality, consistency and transparency of the HTA process.
The course is highly interactive. Participants who attend this course will gain a better understanding of the application of EDPs in their own context, and how these processes can be used to promote legitimate decision-making on the path to universal health coverage. The course is targeted at policy makers at Ministries of Health or other governmental institutes; representatives of HTA organisations; researchers and students who work in HTA; industry representatives.
